Čajetina established electronic One-stop-shop for issuing building permits

On 4th March 2015, the Launch of the first One-stop-shop for construction permits (i.e. Unified Procedure) in Serbia was held in the Municipality of Čajetina.

The unified electronic procedure is established between the Municipality of Čajetina, Cadastre of Čajetina, Telekom Serbia inc., public utility for water supply “Zlatibor”, Elektrosrbija ltd., with the goal to create better conditions for potential investors in this area. With the establishment of the One-stop-shop, the Municipality of Čajetina will, on behalf of investors, obtain all necessary documents issued by public utilities and Cadastre, thus saving their time and money.

Installed software of unified electronic procedure enables fast coordination and communication between municipal departments, public companies and Cadastre, with the possibility to monitor each individual case. At the same time, on the municipal web site www.cajetina.org.rs, investors and citizens can access all information related to the submission of requests and the process of issuing construction permits. The big news is that investors and citizens can at any time monitor the status of their case.

At the launching event, Milan Stamatovic, the Mayor of the Municipality of Čajetina, expressed his satisfaction that the establishing of unified electronic procedure with specialized software puts Čajetina among the first municipalities in that regard in Serbia.

The Deputy Director of the Swiss Cooperation Office in Serbia, Gabriela Schafroth pointed out that Switzerland had been supporting the process of construction permits simplification in Serbia since 2007 and that she was happy to see the concretization of continuous Swiss support, which again confirmed Switzerland as a long-term partner of Serbia and its people.

Mr. Darko Đurović, Manager of the Program for Private Sector Development in Southwest Serbia said that the procedure of issuing construction permits had strong influence on the development of the private sector as well as on tourism, which now has all the preconditions to reach its full potential.

The Director of OPTIMUS, Ms. Slađana Karavdić Kočević said that unified electronic procedure presented the big reform step in the construction field but also a great challenge for local governments and other actors in the process. She emphasized that the Municipality, public enterprises and Cadastre in Čajetina had been the first to successfully tackle this challenge.

The establishing of unified electronic procedure in Municipality of Čajetina is realized within the project “Improving business environment to increase investment in tourism infrastructure” implemented by the Municipality of Čajetina, Regional Development Agency “Zlatibor” and OPTIMUS-Center for Good Governance, with the financial support of the Swiss Government. The project is conducted within the Private Sector Development Programme in South West Serbia, implemented by the Regional Development Agency “Zlatibor”.
