"The analysis covered 197 procedures under the jurisdiction of departments in the City Administration. After several months of joint work, multiplied and very specific recommendations for simplification were defined. Recommendations concerning the deadlines for case processing and issuing the permits, reduction of taxes and fees, elimination of unnecessary documents as well as introducing standardized submission forms that clients can use when making the request." said Predrag Cvetkovic, OPTIMUS expert for regulatory reform.

Recommendations included private sector proposals, given on focus groups organized in the previous phase of the project. Most proposals have been related to administrative procedures in the field of urban planning and construction, industry and public utilities. Moreover, proposals to amend certain state regulations were prepared, thus the operations conducted by the local administration would be carried out with less burden for clients.

Next steps include adoption of the city regulations in order to introduce above mentioned recommendations in the city government’s legal system. Afterwards, the city administration will apply simplified administrative procedures in everyday work, making businessmen and citizens feel full effects of the reform.
