Qualitative, legal, and technical verification of the Inventory in Novi Pazar

On December 25th in Novi Pazar, representatives of OPTIMUS and the City of Novi Pazar, at the meeting of the Working group in charge of the implementation of the project "Improvement of the business environment at the local level through regulatory reform" summarized the results and announced the next steps in the Project.

The results of project activities until now were presented, including the verified and unified list of administrative procedures which are conducted by the city administrative departments. A total of 217 administrative procedures was reported so far, and their elements (legality, necessity, deadlines, taxes and fees, information and documentation) were explained in special forms. The technical, legal and qualitative checks of the Inventory have been started, as well as the review of their Inventory registration forms. In order to calculate overall expenses of the business sector related to exercise of rights of businesspeople before the city administration and to provide data for calculating eventual savings after the reform, economic analysis data collection is also underway.

OPTIMUS representative Katarina Milanović said that the recommendations for the simplification of administrative procedures gathered in Novi Pazar and other towns and municipalities where the project is being implemented, would also be delivered to the Government office for the regulatory reform and regulatory impact analysis in order to remedy the shortcomings of national legislation concerning the local level. "It is important to attain specific recommendations from the relevant members of the public, be it businessmen, individuals concerned to solve a problem or representatives of their associations," said Katarina Milanović.
Steps envisaged for the next four months of implementation of the Project were announced and include: continued technical checks of the elements of administrative procedures and their verification by the heads of relevant departments. It is also planned that the Working group will organize focus groups with businessmen and representatives of their associations in order to identify barriers at the local and national level and to begin preparing recommendations for their elimination.

During the meeting, the Draft Plan of Communication Campaign of the Project was presented to the members of the Working group, accompanied by the call to actively participate in its creation by giving their comments and proposals. The Draft Plan includes various target groups, from the citizens who are the direct beneficiaries of the results achieved, to local officers, whose work will become significantly easier and more efficient by the simplification of administrative procedures. The desire of the participants is to inform all interested parties about the reform, its aims, activities and results of the project.
