Regulatory Reform Leads to Efficient Administration: Preparatory Work in Novi Pazar

Representatives of OPTIMUS – Center for Good Governance, Ms. Sladjana Karavdić Kočević and Ms. Katarina Milanović held a presentation related to the start of implementation of the Project “Improving Environment for Businesses through Regulatory Reform” for the City authorities in Novi Pazar on 19th of September 2012. In order to better master the roles of different stakeholders, methodology of the Project and its goals, phases and length, presentation was attended by the Mayor of Novi Pazar Mr. Meho Mahmutovic, the President of the City Parliament Mr. Fuad Baćićanin and most of the heads of departments in the City Administration for Original and Entrusted Affairs.

Aside of the presentation, two operational meetings were held, one with the Mayor Mr. Mahmutovic and the second with the Head of the City Administration for Original and Entrusted Affairs Ms. Selma Pluncević. It was agreed to establish a Working Group chaired by the Mayor and consisted by the representatives of the City Administration and OPTIMUS. Its role would be crucial for the success of the Project.

"We met today to present to the City public officials the activities ahead of us in the next sixteen months of joint work through implementation of this Project, in order to reduce costs and waiting period for the business people and entrepreneurs which are numerous in this area. Improvement of business environment needs simplifying of administrative procedures, processed by the City”, said Katarina Milanovic for Regional Television Novi Pazar.

Mayor Meho Mahmutovic highlighted the importance of the new Project that would ensure increased competitiveness of the City. “By participating in this Project, our aim is, among other things, to make Novi Pazar European City, with European norms. Our goal is to ensure that business people and citizens get all necessary documents in the shortest possible period. This is so called guillotine of the local regulations and it represents the introduction in E - governance“, said Mr. Mahmutovic.

Selma Pluncević, Head of the City Administration for Original and Entrusted Affairs, said:
“Implementation of the Project will increase the efficiency of the City administration so investors would be able to get the documents they need and that are issued by the City in the simple, faster and less expensive way.
