Optimus - Center for Good Governance

At a meeting with the members of the Project Working Group in the City of Kraljevo, which was held on 27 May 2015, representatives of OPTIMUS - Center for Good Governance presented the final results of the project "Improving business environment at the local level through regulatory reform".

It was pointed out that the annual savings for the business sector in Kraljevo amount to EUR 3.92 million. Savings are achieved through the simplification of administrative procedures which are in jurisdiction of local government: deadlines have been shortened at 87% of administrative procedures, the documents were eliminated at 72%, and taxes and fees at 35% of procedures.

Also, the introduction of an electronic Registry of administrative procedures on the website of the city (http://79.101.44.220:86/kv/), transparency of the City Administration has been improved, and businesses and citizens provided with much easier submission of requests.

Participants of the meeting agreed that the project contributed significantly to accelerating all administrative procedures, especially those in the field of construction. Cooperation between local government, local and national public enterprises and Cadastre, which was established through the project, will allow significantly faster obtaining of construction permits, in accordance with the new law.

Mr. Miloš Petrović, Head of the City Administration, said that through this project a system of good governance is introduced, and efficient, effective and open local government established. "Regulatory reform has a beginning but no end. It is very important to take account of all of these principles in making new regulations in future, but also in the identification of new improvements", said Mr. Petrović.

Katarina Milanović, Deputy Director of OPTIMUS handed over an Acknowledgement to the City of Kraljevo for the successful cooperation in the Project implementation. Receiving the Acknowledgement, Mr. Milun Jovanović, Deputy Mayor, said: "This Acknowledgement is for us an incentive to be better in the future, provide better services to citizens and continue to be an example of good practice."
