Establishing cooperation between the Regional Development Agency “Zlatibor”, municipality of Cajetina and OPTIMUS – Center for Good Governance in order to set up a One Stop Shop for construction-related procedures

On October 14, 2014 municipality of Cajetina, Regional Development Agency “Zlatibor” and OPTIMUS – Center for Good Governance signed a contract on implementation of a project for the establishment of a One Stop Shop and registry of administrative procedures to ensure fast, transparent and good-quality implementation of procedures in the area of construction. This contract was concluded as part of the project “Private Sector Development in Southwest Serbia” between the Swiss Government, through the Swiss Agency for Development and Cooperation in Serbia – SDC and the Regional Development Agency “Zlatibor”.
Pursuant to the draft Law on Amendments to the Law on Planning and Construction, the introduction of a One Stop Shop (OSS) is planned for construction-related procedures. The legislator’s intention is for the OSS to obtain, at the expense of and for the benefit of the party, the necessary compliance with conditions, consents and other documents from the public authorities i.e. national and local public enterprises, Cadaster and other organizations.
“Through the introduction of the One Stop Shop, the municipality of Cajetina will successfully comply with requirements of the new Law that is expected to enter into force in the coming period. Thus, the municipality will once again demonstrate it is primarily in the service of the citizens and businesses and that it is constantly working on improvement of administration and services provided. This software is yet another tool for the municipality of Cajetina to improve its efficiency. The goal is to speed up that part of the public sector. I am referring, above all, to the national public enterprises that should be in the service of the private sector on the territories on which they operate,” said Slavko Lukic, Director of the Regional Development Agency “Zlatibor”.
“Serbia is ranked 182 out of 189 economies according to the World Bank’s Doing Business report with regards to the procedure for issuing construction permits which is sufficient reason to take some actions. Furthermore, it is extremely important to prevent potential holdup in issuing construction permits due to adjustment of local governments to the new Law, as was the case with the 2009 Law. Thus, the cooperation between the municipality of Cajetina, Regional Development Agency “Zlatibor” and OPTIMUS – Center for Good Governance is of utmost importance since it will have direct effect on the improvement of this significant parameter of business-friendly environment for the investors”, said Sladjana Karavdic-Kocevic, Director of Optimus.
