OPTIMUS presented the project at the third meeting of the SCTM Network of Heads of City / Municipal Administrations

Standing Conference of Towns and Municipalities organized the third Meeting of the Network of Heads of City / Municipal Administrations on Wednesday 20th November, in Sava Center in Belgrade. The network was formed in early 2013 and counts 169 heads of administrations from all local governments in Serbia. The main objective of the meeting was to exchange experiences and present examples of good practice. Mr. Djordje Stanicic, General Secretary of SCTM said: "This network is especially important because people who are gathered here are the ones who draft or make decisions that should be made in one city or municipality. It is very important that these decisions are in full compliance with the law, and on the other side it is important that people who make them have enough fresh ideas that come from such a network."

Darko Drndic, Manager of Advisory Centre in SCTM, Petar Vujadinovic, Head of the City Administration from Uzice and Katarina Milanovic, Deputy Director of OPTIMUS - Centre for Good Governance spoke on the topic of regulatory reform at the local level.

"This is the first project to be implemented in the City of Sombor where the benefits were presented adequately both to politicians and officials. Representatives of the OPTIMUS equally work with officers who do their part of job with eager and see the benefits at each phase of the process. We encountered a problem of charging more fees for certain procedures than needed and we will correct that as soon as possible. I think that all local governments should implement regulatory reform because we have to "clean up in front of our house" first in order to be ready to welcome the new regulations and burden from the national level." - said Head of the City Administration in Sombor, Irina Burka Parcetic.

Head of the City Administration in Loznica, Milojka Smiljanic said: "Regulatory reform is important from citizens and businesses point of view. I hope this will be extended to other local governments, and the state authorities as well since local governments and their activities depend heavily on them. For example, our city has been waiting for two years for approval of the GUP (General Urban Plan) from the Republic level."

Head of the City Administration in Kraljevo, Milos Petrovic said: "I would like to thank OPTIMUS and the Standing Conference for choosing us to participate in the project. Kraljevo is in the final project phase when we need to apply what has been adopted. We're progressing in line with the draft Strategy for Regulatory Reform by implementation of the reform, but also by participating in the development of a methodology for the Regulatory Impact Analysis of local regulations, which is a separate science for itself."

Obligation of local governments to implement the new Strategy and Action plan for the fight against corruption was also discussed on the meeting. Each municipality will have to participate in the development of local anti-corruption plans in the next two years.
