The training on the topic „Regulatory Impact Assessment (RIA)” organized in Vrnjacka Banja

On Tuesday and Wednesday, 5th and 6th November, training Regulatory Impact Analysis (RIA) was held in Vrnjacka Banja for representatives of project cities and municipalities. Regulatory Impact Assessment is one of regulatory reform instruments in the process of adoption of new regulations and amending existing ones. This model has long been applied in the World as well as in the European Union. Proposal for Regulatory Reform Strategy in Serbia 2013-2016 introduces RIA principles at the local level. Accordingly, the project "Improving Business Environment at the Local Level through Regulatory Reform" anticipates introducing the principle of RIA in 6 cities and municipalities implementing Component 2: Novi Pazar, Leskovac, Kraljevo, Gornji Milanovac, Sombor and Loznica.

The training was held by Mr. Roman Ladus, an expert in the area of regulatory reform, regulatory impact assessment and improvement of the investment climate.

Head of the City Administration in Kraljevo, Milos Petrovic mentioned in the training: "We see that decisions are made rapidly, regardless of prior analysis. From this training I expect to obtain new knowledge in this field and to exchange experiences."

Head of Department of Pediatric, Social and Health Protection of the City Administration Loznica, Radojka Stankovic noted: "I participate in drafting of local regulations. As much as we want to reach certain positive effects by the decision, it happens not to be so, because of the influence of someone who wants the effect on one side, but is not familiar enough with regulations on the other. I think this training will be very useful since I work on the preparation of legislation."

Mr. Peter Vujadinovic, Head of one of the four city administrations in the City of Uzice, said: "Uzice was among the first cities that have implemented regulatory reform in 2007/2008. I was a Chairman of the Management Board responsible for reform implementation and I have a lot of experience in this field. Also, bearing in mind that, my colleague Milos Petrovic and myself are in the team to assist the Government of Serbia in the process of accession to the European Union, one of the highlights will be exactly the Regulatory Impact Assessment."

Currently, OPTIMUS is preparing the methodology and manual for conducting analyzes of the impacts of local regulations which will cover the concept of RIA, its importance, the process and steps in the implementation of RIA at the local level.
