On Friday, the 4th October the third meeting of the Working Group was held in Leskovac. OPTIMUS representatives have informed the members of the Working Group on the activities conducted in the second phase of the Project. The report from the consultations held with businessmen and entrepreneurs of Leskovac in July in order to collect suggestions for improvement of local procedures was also presented. The Working group should consider these proposals at the end of the month while preparing recommendations for administrative simplification.
A presentation of economic analysis and complying costs before regulatory reform brought special attention. Members of the Working Group were interested in how the costs are calculated, what is the cost structure of individual procedures and the way in which these costs can be reduced.
At the meeting, upcoming training on Regulatory Impact Assessment at the local level was announced. This training aims to prevent local government to make unfavorable decisions for businesses, to observe all the positive and negative effects of specific decisions on the business sector and citizens and thus choose the cheapest option.
Obligation to implement Regulatory Impact Assessment (RIA) on local regulations by local governments is contained in the new draft national Strategy for Regulatory Reform from 2013 to 2016.
