Consultation with the business sector in Sombor

On Thursday and Friday, 5th and 6th September, focus groups were held in Regional Chamber of Commerce Sombor, with participation of representatives of the business sector from the City of Sombor. The aim of focus groups is to provide an opportunity for entrepreneurs of Sombor to present their proposals and suggestions for the improvement of administrative procedures in the field that are relevant to their businesses. The proposals are related to the elimination of unnecessary documentation, reduction of deadlines, reduction of taxes and fees and the need to get all the relevant information at one place.
Consultations were attended by 40 representatives of the business sector – companies and Regional Chamber of Commerce Sombor, who expressed their opinions and made suggestions for simplification of procedures.
On the first day, consultations were held in form of two focus groups: "Urban Planning and Construction“ and ”Communal area, with emphasis on the procedures relating to the occupation of public spaces”. On the second day, focus groups on the topics of "Environmental Protection" and "Economy and Agriculture" were held.
At the urban planning and construction focus group, special attention was paid to the procedures relating to obtaining information about the location and construction, location and usage permits.
During the consultation the significant difficulties that entrepreneurs face in obtaining one or more of the following documents were pointed out. The current system of issuing the permits across the country, as well as in the city of Sombor is characterized by exceptionally long life, high cost and unpredictable and complex procedures. As an input to this claim may serve words of Sombor businessman who have been operating in the field of construction for many years - he had to employ a person having only one task: to obtain the necessary documentation. Nevertheless, the above-mentioned businessman managed to obtain a building permit, in the best case, for six or seven months.
In the second focus group, special emphasis was on the occupation of public areas. In particular, businessmen pointed high amount of utility fees for entrepreneurs (solid waste collection, consumed water, etc.).
On the second day, the focus groups discussed about "Environmental Protection" and "Economy and Agriculture". The discussion was about long and complicated procedures that create difficulties for entrepreneurs, as well as the lack of trained officers with the bureaucratic approach to the work.
Numerous comments and suggestions will be taken into account when making recommendations for the improvement of administrative procedures processed by the City Administration of Sombor.
